In 1972, Jacqueline Kennedy Onassis, U.S. Senator Robert Taft, Jr., and Sam Beard founded the American Institute for Public Service to establish the Jefferson Awards for Public Service. The idea behind this is the belief that "one person can make a difference". It is the heart of democracy at work and defines the American tradition and our strength. The award honors individuals for their achievements and contributions through public and community service.

The Jefferson Awards are presented on two levels - national and local. Each year in Washington D.C., four nationally recognized individuals are selected to dramatize the importance of excellence in public service. On the local level, five citizens are chosen and acknowledged for doing extraordinary things without the expectation of recognition or reward. They are those that are defined as the "Unsung Heros".

Criteria for the award encompasses two areas: outstanding personal acts and positive impact on the community. This year, San Mateo County is proud to honor five individuals who exemplifies and posses the characteristics befitting the title of unsung heroes - ordinary people accomplishing extraordrinary good works, found right here in San Mateo County.
