Aging and Adult Services: Advocacy


Providing advocacy for seniors and adults with disabilities is one of the main goals of Aging and Adult Services. The Division is advised by three consumer advisory boards: the Commission on Aging, Commission on Disabilities and the IHSS Public Authority Advisory Committee. It also serves as the Area Agency on Aging.

Commission on Aging
The San Mateo County Commission on Aging is a 21-member volunteer group of seniors, service providers and other interested persons appointed by the Board of Supervisors to represent the interests of seniors in San Mateo County. It acts as an advisor to Aging and Adult Services and the Board of Supervisors in compliance with the Older Americans Act and the Older Californians Act to improve the quality of life for seniors through promotion of self-sufficiency, mental and physical health, and the involvement of seniors in the development of public policy.

Commission on Disabilities
The San Mateo County Commission on Disabilities is a 21-member volunteer group of individuals with disabilities, service providers, and other interested persons appointed by the Board of Supervisors to represent the interests of persons with disabilities in San Mateo County. Its acts as an advisor to Aging and Adult Services and the Board of Supervisors and works to create opportunities and coordinate resources that promote full participation of people with disabilities in the community as well as involve persons with disabilities in the development of public policy.

Public Authority Advisory Committee
The Public Authority Advisory Committee provides public input in the operation of an in-home worker registry, training for in-home workers and consumers of IHSS, and ongoing advice and assistance about Public Authority policy and program development. The commitee is comprised of eleven members appointed by the Board of Supervisors. Six of the committee members are consumers (current or past users of IHSS) and the remaining members represent the Board of Supervisors, independent providers, contract providers, advocacy organizations and home heaalth agencies. For more information about the Public Authority Advisory Committee, please use the contact Marsha Fong (650) 573-2701.

New Beginning Coalition
The New Beginning Coalition is a broad-based group of older adults, persons with disabilities, caregivers, and service providers that works with Aging and Adult Services, the Commission on Aging, and Commission on Disabilities to develop the countywide Strategic Plan for Services for Older Adults and Adults with Disabilities.  The group’s other roles include advocacy and community education.

Area Agency on Aging (AAA)
The Aging and Adult Services Division also serves as the local Area Agency on Aging (AAA). AAAs were created by the federal Older Americans Act to act as the focal point for aging concerns at the community level. The goals of the AAA are to:

  • Provide leadership in addressing the needs of seniors and people with disabilities in San Mateo County.
  • Promote consumers and other public involvement in the planning and delivery of services.
  • Develop systems of care in the community that support independence for seniors and people with disabilities.
  • Administer federal, state, local and private funds in support of an integrated system of care.

One of the Area Agency on Aging (AAA) roles is contracting services with other County agencies, cities and community-based organizations to provide needed services.
