1.  CALL TO ORDER: 9:05 a.m. by Chair Elliott.

2.  CORRESPONDENCE:  None

3.  ORAL COMMUNICATIONS: 
 Marshall Loring, representative for MTC (Metropolitan Transit Commission)/EDAC/Elderly Disabled Advisory Committee) a citizens committee that advises commissions on senior matters announced there will be a conference on Senior Transportation in Concord on 9-14-05 includes lunch. Flyers were distributed. There will also be an Older Driver’s Summit in January or February sponsored by MTC/EDAC and SamTrans. As soon as he confirms the dates, he will let the Commission know. 
 Lorraine Simmons, Aid to Supervisor Tissier, announced that an Older Driver’s Traffic Safety seminar held on 8-31-05 in Daly City was huge success.  The class was full and people were encouraged to attend the next seminar on 10-19-05 in San Bruno (also filled).  It was enjoyable for the seniors who were able to board a bus provided by SamTrans and take a short ride.  The purpose of these seminars is to encourage seniors to get out and take public transportation. There will be another seminar on 9-29-05 in Half Moon Bay.  If people are interested they should sign up now.  More information can be obtained by contacting Lorraine Simmons at 363-4572.

5.  APPROVAL OF MINUTES:  Approval of minutes from 6-13-05 with two corrections:  Change the date on page 1, Item 5 to 6-13-05 and add Commissioner Wong to list of Commissioners who attended orientation on page 1, Item 1. - M/S/C-Sadler/Nichols

6.  CHAIR AND EXECUTIVE COMMITTEE REPORT: 
Chair Elliott reported on the following:
 Attended the Senior Forum in Daly City. Guest speaker spoke on changes with Medicare Part D, Prescription Drugs.
 Thanks to Commission Sadler for managing the table at the County Fair on Senior Day and to Commissioners Leong, Borbidge, Ludy, Worth, Merkadeau and Jackson for staffing the table.
 New appointments for committees as follows:  Janet Hofmann, Nutrition Chair; Sylvia Merkadeau, Housing Chair; Janet Hofmann, ICC reporter; Annie Sadler, NBC reporter; Elizabeth Furber, CoD reporter; Aaron Straus, Adult Abuse Prevention Collaborative (AAPC) reporter; and Mary Pappas, Ombudsman reporter.
 Asked new Commissioners to sign-up for two committees.  Once this is done, a committee list will be distributed to all Commissioners.
 Congratulations to Suzanne Black who has been appointed to the Senior Coastsiders Board of Directors and has also published a book of poems.
 Would like to schedule a presentation for the Commission on Disaster Planning.

TACC Report:
Attended the TACC meeting at the end of July.  We had three lectures: SAIF, Legal Hotline for Seniors and Best Buy Drugs for Seniors Without Insurance.  Elections were also held.  A big topic of discussion was about the Board of Supervisors in Orange County requiring their CoA Legislative/Advocacy Committee to go through them.  The next meeting is scheduled for September 28 & 29 at the Vagabond Inn in Sacramento.  Since I will be out of town on those dates, I would like to ask for another Commissioner to attend.
CSL will be celebrating their 25th anniversary in October.  CCOA will continue working on the task force results.

7.  STAFF REPORT:  Lori Sweeney, Program Services Manager reported on the following:
 Bonnie Brae has made available 20 apartments for disaster refugees from hurricane Katrina.
So far four families have arrived.
 Seniors on the Move conference sponsored by Supervisor Jackie Speier will be held on November 2.
 Proposition 63 – Money for Mental Health. Public Forums were held throughout the County to get feedback from the community on mental health needs.  Funds have been designated for seniors.  Areas include housing, peer services and increased home based services.
 HICAP RFP Update – RFP was released on August 30 with four agencies submitting letters of intent.  Applicants’ workshop will be held today at 3:00 p.m.  Submission deadline is 9/26.
 Network of Care (NOC) Update – group meets every Friday to make sure that services listed are in the correct categories.  The translation program used on the website produced poor translations.  Working on getting a notice on the site advising people of this option being temporarily out of service.
 In process of hiring a new Community Program Specialist II to help with contract monitoring and additional support for the Commission.  Position closes on Friday, September 16 with the goal of having a new person on board in November.
 Passed around a Commissions Organizational Chart which includes both CoA & CoD and shows the cross-involvement between Commissions.
 Distributed Final Budget for the year and provided a summary of funding spent.

Lynda Witzel, Community Program Specialist, provided information/update on the Meals on Wheels Program. There is a nation-wide decline in the program.  In response to this decline, providers are working with caterers improve options.  The state is responding by holding workshops with contract managers and nutritionists to discuss the best practices and how to replicate successful programs.  In come areas, newspaper advertisements are being used to promote the program.

 Request for Grant Support Letter approved by Executive Committee to continue the development of the Uniform Assessment Tool for a second year. – M/S/C – Jackson/Sadler

 New members on the committee this year. 
 Committee will meet today after the general meeting in room 132.
 At the July meeting a decision was made to hold the nutrition meetings in conjunction with the site managers meeting at congregate nutrition sites.
E. Housing –
 Held forum on Reverse Mortgages. Planning to hold another forum – no date yet.
 Distributed over 5,000 Housing Brochures throughout the county.  Brochure has been updated and ready to print again.
 Housing Leadership Conference on 10-21-05 at Oracle Conference Center-need volunteers to staff resource table.
F. Sunshine Committee – Cheri Jackson will co-chair.

10.  LIAISON AND AD HOC COMMITTEE REPORTS:
Ad Hoc Arts – No Report
Commission on Disabilities –
 People Who Care Awards Dinner on October 7 at the So. San Francisco Conference Center. Invitations are being distributed today.
 Sent letter of support (in conjunction with CoA) to Charlene A. Silva, Director, San Mateo County Health Department to support the collaborative efforts between Aging and Adult Services and the Health Plan for the Long Term Supportive Services Project to continue work on the Integrated Information Project.
Implementation Coordination Committee – No Report
In-Home Supportive Services Public Authority – Report Submitted
Legal Aid – No Report (Next meeting is November 9)
Legal Aid’s Health Consumer Center - Meeting was held on July 27.  The focus of group has changed from senior issues to child issues.  At the previous meeting discussed implementation of the new plan for the Health Plan of San Mateo because of the changes to Medicare Part D.  The Health Plan has submitted an application (Special Needs Program) to the centers for Medicare and Medicaid services to deal with these new changes but it has yet to be approved: more information to follow.  The next meeting will be October 26.
HICAP – due to the recent changes in Medicare Part D, HICAP is providing trainings throughout the county to inform the providers and the community about the changes that will take place.  For more information or to schedule a training call Diana Gray, Program Manager at 697-9350.
Meals on Wheels – Commission Sadler volunteered to report on this Committee.  No Report
Adult Abuse Prevention Collaborative – Heart to Heart video on senior abuse will be distributed to various locations throughout the county.  The location of the meeting may be changed from the San Mateo Police Department to another location still to be confirmed.
New Beginning Coalition – Commission Sadler will mentor new Commissioner Jackson who will attend this Committee No Report
Paratransit Coordinating Council (PCC) - Report Submitted – please correct the next meeting date listed in the minutes to September 13.  Council meets at 1:30 p.m. at the SamTrans building, 1250 San Carlos Ave, San Carlos. Commissioner Nichols is now the Chair of the San Mateo City Senior Citizens Commission.
California Senior Legislature (CSL) – Celebrating their 25th year anniversary in October. 
Triple-A Council of California (TACC)   - Reported Under Chair’s Report
Community Block Development Block Grant – No Report
Youth Commission–
 Youth on Boards Conference 2005 was held on Saturday, September 10.  Youth participants from all over the county attended to discuss the value of having young people on boards and commissions.
Ombudsman - Would like to publicly thank Supervisor Tissier for attending some of our meeting and for meeting with the Ombudsman regarding fund-raising. Also trying to get enough people to hold another training for volunteers. At this time we only have two interested people.

12. ANNOUNCEMENTS: 
 Susan Houston from Family Service Agency does a weekly column in the local newspapers and mentioned this last week that September 18-24 is National Employ Older Workers Week.   Family Services Agency, 24, 2nd Ave, San Mateo will hold a Mature Worker Resource Workshop, Sept. 29 from 10:00 a.m. –noon for job seekers 55 and older.
 Seniors on the Move will be held on November 2 from 8:30 a.m.-3:00 p.m. Will need volunteers to staff a table.  Interested people should contact Lori Sweeney to sign-up.
 New Commissioners are urged to sign-up for two standing Committees at this time and if anyone has a change, please give your requests to Mary Robblee.
 Update on Room 100 Sound System – in process of updating equipment. New equipment will include a fixed computer, camera and a whole new sound system.  Looking to at the end of November as a completion date.
