1. CALL TO ORDER:9:05 a.m. by Chair Elliott

 

2. CORRESPONDENCE:  None

 

3. ORAL COMMUNICATIONS:

Marshall Loring, San Mateo County Elderly Representative, Metropolitan Transportation Commission Elderly and Disabled Advisory Committee [MTC EDAC], reported on the September EDAC meeting as follows:

1.     The October 3 Santa Rosa “Take Back Our Streets” pedestrian safety march and rally was described and a few copies of a newspaper article and flyer were passed around.  Marshall suggested that San Mateo County might want to plan a similar event.

2.     EDAC saw a presentation of the DRAFT subcommittee report on suggested elderly and disabled relevant guidelines to be included in MTC grant evaluations for TOD housing support proposals.  The draft included information based on all solicited suggestions received to date.  EDAC voted to authorize the subcommittee to prepare a final report on for presentation to MTC later this year.  Marshall offered to arrange for a presentation of the Guideline report to COA at an appropriate future date.

5. APPROVAL OF MINUTES:Approval of minutes from 7-10-06 with three corrections: At last meeting, Commissioner Black reported on CBCC, Commissioner Hofmann reported on Nutrition, and rephrase the sentence under the Nutrition Report to read “Survey sent to Lynda Witzel regarding how many Pet Care, Pet Co. and Pet Smart locations have barrels where one can donate food for senior’s pets. M/S/C – Hofmann/Nichols (three abstentions).

 

6.  CHAIR AND EXECUTIVE COMMITTEE REPORT:

Chair Elliott reported on the following:

  • Thanked Commissioners who volunteered to staff a table on Senior Day at the fair.
  • Orientation for our three new Commissioners will be held after the general meeting today beginning at 10:00 a.m. In addition, Supervisor Tissier will be here to swear in the new Commissioners.  Everyone is invited to attend.

 

7. STAFF REPORT: 

Marsha Fong, Health Services Manager, reported on the following:

  • Lori Sweeney has resigned to take a position with the Area Agency on Aging in Mendocino County.  Here last day will be September 13.
  • Recruitment for two Community Program Specialists is underway.  We have hired Zhanna Ashkinaziy-Abuel to fill one position.  In addition, we have Public Services Specialist openings since Zhanna has been promoted and also Lori Sweeney’s Coordinator position. Interviews for these positions will take place in October and early November.
  • Moving forward with the new case management program “Q”.  Looking at a start date at the end of January 2007. 
  • Area Plan Update 2006-07 was sent on time and accepted by the State.
  • As a result of the CDA audit, AAS was recognized for “best practices” for the way that we provide services in San Mateo County (i.e. CoA working with the CoD on issues relating to both Commissions and also for our Family Caregiver Program).
  • 2020 Study will be held on 9/12 from 11-3:00 p.m.  Committee would like a representative from the COA to attend. Commissioner Lang volunteered to attend.

D.  Nutrition Committee Committee is presenting a nutrition education presentation for low income senior residents of Edgewater Isle in Redwood City following today’s Commission meeting.

 

E.  Housing – Committee has postponed September’s Community Housing meeting until October due to other conflicting events.

 

F.  Sunshine Committee –

·       Cards presented to Lori Sweeney who resigned and to Arline for her birthday

 

10. LIAISON AND AD HOC COMMITTEE REPORTS:

 

Commission on Disabilities – Making plans for People Who Care Awards Dinner on October 6.  Invitations were mail out.  See Elizabeth Furber at today’s meeting for more invitations and/or Art Showcase postcards.

Implementation Coordination Committee – Committee will include a presentation by Srija Srinivasan about the Health Department’s Health Policy, Planning and Promotion Unit. The presentation has been scheduled for the first hour of the meeting, so those who wish to attend only the presentation portion can do so.

In-Home Supportive Services Public Authority – Continues to plan the Caregiver Appreciation Luncheon scheduled for Saturday, September 30, 2006, in Room 100. The theme will be a Luau. 

Legal Aid No Report

Legal Aid’s HealthConsumerCenterNo Report (meets every other month or twice a year) 

Meals on Wheels (MOW) The providers will jointly give a presentation about the MOW program and food tasting to the Senior I&R Forum on Wednesday, September 13th, at 9:00 a.m. at the Health Department Building, Room 100.

  Adult Abuse Prevention Collaborative No Report

New Beginning Coalition – Committee is working on a “cultural competency” survey for providers.

Paratransit Coordinating Council (PCC) No Report (Held Retreat instead of meeting)

CaliforniaSenior Legislature (CSL)

·       CSL Senior Senator, Marvin Goldman, introduced two new Assembly members, John & Dorothy Sorensen. 

·       Senate Bill 1249 passed and is on the Governor’s desk for signature.

Triple-A Council of California(TACC) – Elections were held. David Wilder will be the new Chair.

Housing and Community Development Committee No Report

Youth Commission – Working on putting together a computer class for seniors that will be taught by high school students who will volunteer their time which will count towards community service hours for graduation -more information to follow.

Ombudsman

  • Retreat for Board members was held to take at look at ways to strengthen and diverse the Board. 
  • Training for new volunteers will be held next week. 
  • Senate Bill AB 1759 would make it mandatory for Ombudsman volunteers to be fingerprinted.  Ombudsman is concerned at the cost of doing this and how it would take money away from their programs.  Letter was sent to Governor asking him to veto the Bill.

Website – Commissioner Black has moved and her new connection has not been able to access the website. She asked for new commissioners to take a look at the biographies for other Commissioners listed on the CoA website to get some ideas on how to write their biography and submit to her for posting.

12. ANNOUNCEMENTS:

  • 2nd Annual Disaster Preparedness Day will be held on September 30, 2006 at the San Mateo County Events Center.
  • 1st Annual Fraud Watch will be held on October 4, 2006.
  • Senior’s on the Move Conference will be held on October 16 from 8-3:00 p.m. at the So. San Francisco Conference Center
  • Older Driver Safety Seminars will be held on September 21, 2006, at Peninsula Volunteers in Menlo Park, October 26, 2006 at the San Mateo Senior Center and November 9, 2006, at the Burlingame Recreation Center and December 7 at Pacifica Senior Center.  Another class is being planned for January, no date as yet.
