Universal Housing Design Recommendations For Accessibility
In addition to the U.S. Fair Housing Amendments Act of 1988 and Subsequent Amendments and the California Disabled Access Regulations, the San Mateo County Commission on Aging and Commission on Disabilities recommend the following:
Entrance and Exterior
- Paths and walkways to be fully and adequately illuminated
- Main entrance to include a van accessible, safe, weather protected drop-off/pick-up area
- Intercom system at main entrance and within individual units should allow for amplification and be at an accessible height
- Lever switches controlling entry/exit lighting should be installed at the exterior of units adjacent to entry doorways (photo, timed or motion sensor controlled lighting excepted)
- Illuminated doorbell button, installed at a height of no more than 48 inches
- All door handles to be lever type (power assisted doors excepted)
Community Space
- Multiple story buildings should have a centrally located elevator with an accessible control panel including a communication device for emergencies
- Accessible mailboxes to be located near a waiting area
- Laundry rooms to be located in a readily accessible area. They should include adequate lighting, folding tables, front-loading washers and dryers with easy to reach controls and accessible vending machines. (Stacked laundry units are not accessible.)
- Laundry rooms and mailboxes should be located in every residential building
- Trash chute (located on each floor) at an accessible height and with an easy pull weight (dumpster lids are too heavy). If there is a trash room, it should be conveniently located with accessible receptacles
- Smoke detectors, carbon monoxide detectors, security systems, etc. to be equipped with strobe and horn features
- Counter tops, literature racks and bulletin boards to be located at an accessible height
- Swimming pools and spas should be accessible.
- Seating at common area tables should not be limited to permanent attachments
Unit Interior
- Adequate lighting throughout the unit
- Easy to operate windows. Double pane. Prefer side-to-side operating.
- Storage should be sufficient, accessible and be designed with rods and shelving that is adjustable without the use of tools.
- Smoke detectors, carbon monoxide detectors, security systems, etc. to be equipped with strobe and horn features
- Phone outlets and emergency buttons to be located in the living area, bedrooms and bathrooms
- Intercom systems should allow for amplification and be located at an accessible height
- Light switches to be touch or rocker type
- Laundry facilities located within individual units should be of adequate size to accommodate accessible machines. (Stacked units are not accessible.)
Kitchen
- Kitchen cabinets installed below counter tops to be designed with pull out drawers or other features to bring items within easy reach. Cabinet doors to be sliding or pocket style with easy to grasp handle hardware.
- Counter tops should be made of an easy to clean material and should be a color that shows dirt.
- Stove controls should be easy to use and safely located.
- All control switches should be easily accessible (lighting, garbage disposal, vent hood, etc.).
- Side-by-side refrigerator/freezer preferred.
