Who's Involved?
The San Mateo County Board of Supervisors empanels the Leadership Committee and Stakeholder Committee to develop the strategic plan, and along with local city councils, is responsible for adopting the plan and recommendations, and supporting implementation of recommendations.

A Leadership Committee assists with educating, garnering support and buy-in for the plan's recommendations and implementation from those that are part of the organization or stakeholder group with which they are affiliated. Click here  for Leadership Committee roster.

A Stakeholder Committee, comprised of 4 Task Forces, are responsible for drafting the plan, including framing/contextual/background materials, identifying needs, barriers/challenges, strategies and recommendations, for Leadership Committee review. The 4 Task Forces include:

  1. Community Connections, which focuses on the impact of homelessness on the wider community and visa versa, community wellness, community involvement, and public education;
  2. Prevention Networks, which focuses on homelessness prevention strategies, outreach/access, and diversion and exit planning from higher/more intensive levels of care or intervention to more independent/lesser levels of care;
  3. Housing Solutions which focuses on shelter services, transitional housing, permanent affordable and supportive housing needs, barriers and strategies; and
  4. Quality Outcomes which focuses on current research and evidence based practices, outcome data, standards of care/service, and provider capacity, etc.
