Mission Statement
The AIDS Program, founded in 1985, works to prevent HIV infection and cares for individuals and families affected by HIV/AIDS in San Mateo County. The Program provides comprehensive, community-based prevention and testing services, HIV related health care, social services, advocacy, and referrals to community agencies providing drug treatment, housing, in-home care, food, dental care and other services. The AIDS Program receives direction from the San Mateo County AIDS Advisory Board.
The AIDS Program includes the following service areas:
HIV Prevention and Testing
HIV Education & Outreach
Supporting people at the highest risk in the community to reduce HIV transmission and infection, through group presentations, individual counseling, street outreach, literature & condom distribution, special events and media campaigns.
Positive Prevention Plus (PP+)
An interactive, school-based HIV prevention program for middle and high school students, using speakers living with HIV, as well as teen peer educators. Call (650) 573-2898 for presentations.
HIV Testing Outreach
Assisting those at highest risk for HIV in gaining access to HIV testing and counseling. Encouraging these individuals to seek testing and, if infected, early treatment.
HIV Testing & Counseling / Mobile Testing Van
Offering anonymous, free HIV testing to people at risk throughout the county--on the mobile van, at drug treatment programs and other locations. Call (650) 573-2346 for schedule and sites.
CSAT HIV Outreach Project
Funded by the federal Center for Substance Abuse Treatment (CSAT), outreach workers for the AIDS Program and community-based organizations provide prevention case management, referrals, and support for substance abuse treatment, HIV risk reduction and HIV testing.
HIV Prevention Planning Council (HPPC)
The HIV Prevention Planning Council consists of community members, affected individuals, prevention services providers, and AIDS Program staff. The group meets regularly to prioritize objectives and ensure that the HIV prevention and testing needs of the county are being fulfilled. To become involved, call (650)573-2898.

Client Services
Case Management and Referral Services
Providing social work case management to each client with HIV/AIDS, assessing their needs and referring them to services such as housing assistance, food, emergency financial aid, dental care, emotional support, substance abuse treatment, and in-home care, when appropriate.
Benefits Counseling
Assisting people with HIV/AIDS in understanding and applying for government benefits programs including Medi-Cal, Social Security, Disability and other entitlement programs.
Substance Abuse Assessment & Referral Services
Counseling and assessing HIV/AIDS clients for chemical dependency problems and assisting them in quickly gaining access to funded residential or outpatient treatment programs.
Health Education
Helping people with HIV/AIDS understand their medical condition, treatments, prevention of HIV transmission, nutrition, hygiene, and general health maintenance.
Mental Health Counseling & Emotional Support
Providing individual psychotherapy and psychiatric care for HIV clients who have mental health concerns. A variety of support groups is also available to help people with HIV/AIDS and their loved ones cope with stress and build social support.
AIDS Drug Assistance Program (ADAP)
State-funded program offering financial assistance to help pay for most medications needed by people with HIV/AIDS, within certain income restrictions, when there is insufficient insurance coverage. Enrollment is made through the San Mateo County AIDS Program.
Early Intervention Program (EIP)
State-funded program providing services for people who have HIV but are not yet seriously ill. The program includes medical and mental health care, health education, substance abuse and nutritional counseling, and case management.
Drop-In Center
Located at The San Mateo Medical Center in The Edison Clinic. Providing lunch and socializing from 11:30-2 PM on Tuesday and Wednesday for people with HIV/AIDS. The Drop-In Center is run by volunteers.
Health Outreach Team (HOT)
HOT outreach workers help people with HIV/AIDS gain access to medical and social services and adhere to their treatments, by providing advocacy, transportation, information and support.
Peer Treatment Advocacy Team
A team of volunteers living with HIV/AIDS who can help other clients adjust and adhere to treatments and medication schedules through individual support and experience sharing.

Medical Services
Edison Clinic
The Edison Clinic, located in the San Mateo Medical Center, is the major provider of primary outpatient medical care for people with HIV/AIDS in San Mateo County. Nurses and medical practitioners provide early intervention and critical medical care to anyone with HIV or AIDS seeking services. Clients have access to a full range of on site services such as; social services, case management, health education, drug & alcohol assessment, mental health counseling, nutritional & benefits counseling, clinical trials and the Drop-In Center. HIV/AIDS outpatient care is also available at the Willow Clinic in Menlo Park and the North County Health Center in Daly City.

Sexually Transmitted Diseases (STD) Clinic
The STD drop-in clinic provides screening and treatment of sexually transmitted diseases at low-cost. No appointments are necessary and clients are seen on a first come first served basis. The clinic is located in the San Mateo Medical Center at the Edison Clinic and provides the following services: STD screening and treatment, Confidential HIV testing, STD prevention education, counseling and condoms. A payment of $20 is requested. Languages: English, Spanish, Tagalog, Portuguese, Vietnamese.
Please Note: The STD Clinic no longer offers anonymous HIV testing combined with full STD testing. For patients wanting STD testing along with HIV, all tests will be offered on a confidential basis. For patients wanting only HIV testing, we will offer anonymous testing. Please call the number below for more information.
Effective April 15th, 2008, the STD Clinic hours will be:
Tuesdays and Thursdays 4PM - 7PM!
All HIV testing will be performed via the Rapid HIV test and results will be provided the same day.

San Mateo County AIDS Advisory Board
The San Mateo County AIDS Advisory Board, a Commission of the San Mateo County Board of Supervisors, is a volunteer group of individuals that represent the interests of persons living with HIV/AIDS is San Mateo County. The Board advises the San Mateo County AIDS Program and provides ongoing direction about program policy, planning and development of all HIV/AIDS prevention and care services for San Mateo County residents. Members of the Board attend quarterly meetings and serve on at least one of the Board’s committees.
The AIDS Community Board meetings are held at 12:00 noon at the Health Administration Building, 225 – 37th Avenue, San Mateo, CA 94403
